Nowra Builders is the name CKS Projects uses for its Shoalhaven work. We cover one council area, the City of Shoalhaven, from Berry and the river mouth at Shoalhaven Heads down to Jervis Bay and St Georges Basin.

One council, one process. What changes between suburbs is the land: river flats, escarpment foothills, coastal villages and bushland blocks.
The Shoalhaven's main town and its suburbs on the south bank of the Shoalhaven River. Established streets are where the renovate-or-rebuild question usually comes up, and lots near the river can carry flood planning controls, which the section 10.7 planning certificate shows before any design starts.
North of the river, from Bomaderry's town streets out to Cambewarra under the escarpment. Larger and sloping lots are common toward the hills, and where a lot is mapped as bushfire prone land, the Bushfire Attack Level sets the construction standard.
Berry, which CKS Projects lists in its own service area, and the coastal village of Shoalhaven Heads at the river mouth. Heritage listings in town and coastal and flood controls near the water can apply lot by lot, so the controls are read before the brief is drawn up.
Coastal villages on the Crookhaven River and the open coast. Salt-laden air drives the choice of cladding, fixings, glazing and roofing, and the design has to account for wind exposure as well as the view.
Jervis Bay, where CKS Projects built the Huskisson Duplex: a cottage replaced by two homes in native bushland. Bushland blocks here bring bushfire assessment into the design early, and the bay brings salt exposure.
Lakeside suburbs around St Georges Basin, a mix of older holiday houses and family homes on bushland edges. Many owners are weighing a rebuild against a renovation, and bushfire and flood mapping both need checking for the lot.

Development on mapped bushfire prone land must meet Planning for Bush Fire Protection 2019. The Bushfire Attack Level (BAL) sets the construction standard and often means a DA rather than a CDC.
A complying development certificate is issued by a certifier or council for projects that meet set state standards, in as little as 20 days. Otherwise a development application goes to Shoalhaven City Council.
Every new home needs a BASIX certificate setting water and energy targets for the design. Alterations and additions need one too above a set cost of works.

Shoalhaven City Council, under the Shoalhaven Local Environmental Plan 2014, for development applications. Many projects can instead be approved as complying development by a private certifier, without a development application, if the lot and the design meet the state standards.
Much of the Shoalhaven borders bushland, so check before you design. The section 10.7 planning certificate says whether the lot is mapped as bushfire prone land. Some lots near the river and the coastal lakes carry flood planning controls. The planning certificate and the council's LEP maps show whether yours does, and if so, floor levels and the approval pathway are set around it. We read these at the site assessment, before the design is fixed.
Often, depending on the lot. Since 1 July 2024, dual occupancies have been permitted in the R2 Low Density Residential zone across NSW. Shoalhaven City Council says detached dual occupancies are subject to minimum lot sizes in its residential zones, so we check your lot before any design. See duplex builders in Nowra.
